Lori Hack, MBA
Lori Hack is the Chair of the Board for the California eHealth Collaborative (“CAeHC”). She is also principal and CEO of Object Health, a management consulting group that assists health care organizations and communities with leveraging health information to improve operational efficiencies and clinical health outcomes. Ms. Hack is Program Liaison for the California Privacy and Security Advisory Board on behalf of the California Office of Health Information Integrity under the direction of Secretary Belshe and she leads efforts in organizing Health Information Organizations (HIOs) in California for Alameda, Contra Costa, Riverside and San Francisco Counties. Ms. Hack also leads Object Health’s team in their work around clinic implementation of Electronic Health Records for achieving meaningful use. Previously Ms. Hack led the privacy and security efforts for the Long Beach Health Network, as well as coordinated the development of their business sustainability model.
Additionally, Ms. Hack served as Program Manager for the state technology initiative in the area of Mental Health Information Technology through the California Mental Health Services Act (MHSA). Previously Ms. Hack served as Interim CEO for the California Regional Health Information Organization (CalRHIO) and Executive Director for Health Technology Center (HealthTech). She currently serves in her second term on the Certification Commission for Health Information Technology (CCHIT) Privacy Expert Panel, directed by Secretary Leavitt of Health and Human Services.
Ms. Hack earned her BA in psychology at the University of California at Los Angeles, and her MBA from the University of Southern California.

As principal, El Dorado Health Consulting, LLC, manage projects in hospital, ambulatory and ePrescribing health information exchange. Consultant to Inland Empire Health Information Exchange, a joint engagement with Object Health to develop data exchange in Riverside and San Bernardino Counties for 29 organizations including 11 medical groups/IPAs/practices and 10 hospitals. Performing assessments of the EHRs and data exchange needs of hospital, ambulatory and clinic providers to determine next steps in achieving health information exchange and meaningful use under ARRA.
For the California State Rural Health Association, surveyed five critical access hospitals to determine the information technology gap between current status and that needed to achieve meaningful use incentives. Now beginning the survey of five additional rural hospitals. Managed several projects linking to Redwood MedNet dealing with ePrescribing, laboratory and radiology transactions. Active in California eHealth Collaborative as a board member and previously as an advisor. HIO chair of California Security Task Group. Participated on several task forces of the California Health and Human Services planning for implementation of health information exchange. Developed strategic planning papers for Partnership HealthPlan of California on Accountable Care Organization opportunities and on the potential effect of Health Reform on its managed care operations.
Previously, as CIO of Partnership HealthPlan of California developed HIE services for the organization. Chair of the HIMSS Ambulatory Interoperability Showcase in 2005, working with Mark Leavitt, MD, PhD, later the head of CCHIT.
Walter C. Kopp

Walter Kopp is President of Medical Management Services a healthcare executive management and advisory group specializing in medical group practice management, medical group and hospital integration, quality measurement integration, physician succession planning, managed care analysis and contracting, and healthcare technology implementation in Health Systems. Services also include strategic positioning and market analysis, medical group development, contract negotiations, service line development and operations reviews.

Walter was previously Chief Operating Officer of the Sutter Pacific Medical Foundation, formerly Physicians Foundation at California Pacific Medical Center. SPMF is a multispecialty medical group of over 220 physicians operating in over 50 locations throughout Northern California and Nevada. Walter has helped this group through a challenging period of growth and change as the group has expanded and built a strong infrastructure while improving its operations and profitability.
Previously, Walter was Chief Operating Officer of Menlo Clinic at Stanford University Medical Center. Walter was also Executive Director of BayCare Medical Group and Assistant VP and Director at St. Luke’s Hospital in San Francisco. In addition, he worked for large accounting firms, Alta Bates Hospital, University of Colorado Hospital, UC San Francisco, and the Ross Valley Medical Group.
Walter has served on various boards of Directors, including the National IPA Coalition, Marin Community Clinic, and the Bay Pacific Health Plan. Walter is founder and current advisor to the California eHealth Collaborative. He earned his BA degree from the University of California, Berkeley and his Masters in Health Administration from the University of Colorado.
President, Lumetra Healthcare Solutions
John Weir is President and Principal Consultant with Lumetra Healthcare Solutions. With over 13 years of technology and management experience across healthcare and the software industry and 6 years of executive leadership, Mr. Weir has led a variety of large scale initiatives and business start up operations. One such endeavor was the development and national implementation of the federally sponsored DOQ-IT project that promoted the adoption of IT in physician offices to improve the efficiency, clinical quality, and safety of care provided to Medicare beneficiaries through the US. Furthering this work, Mr. Weir consults with a variety of private and public clients to develop the business case for and implements electronic systems that realize operational and clinical process improvements using tools such as e-Prescribing (eRx), Electronic Health Record (EHR) systems and disease management systems across various healthcare setting.
Prior to joining Lumetra, Mr. Weir served as Director of Client Services with Chicago based, FiveSight Technology, Inc. John also served as Manager of Client Services at MasterChart prior to its acquisition by Allscripts Healthcare Solutions in March 2000. His role at Allscripts as Regional Vice President for Client Services focused on building versatile EMR implementation teams within the Midwest and Western regions of the US as well as business development with key partners and clients.
Mr. Weir has in-depth and hands-on knowledge of best practices associated with EHR deployment and data integration projects, with experience across hospital and ambulatory care settings. Additionally, Mr. Weir has provided consulting services to numerous healthcare IT vendors such as, NextGen Health Information Systems, Allscripts, MedQuist, WebMD, Lanier Worldwide and CorVel Corporation.
John holds a bachelor’s degree in history and political science and completed graduate level courses in computing and information systems at the University of Ulster in Northern Ireland.
